I'd like to talk about my neighbour {PERSON}, who has turned her balcony in
Hangzhou into a miniature garden. At six-thirty every morning, before traffic
becomes noisy, she checks {PLANTS} one plant at a
time. She uses old buckets as pots and turns eggshells and vegetable peelings
into compost, so very little is wasted.

One Sunday, a chilli plant began to droop. I wanted to prop it up immediately,
but she stopped me and said, “Every plant has its own rhythm. Observe before
you control.” She checked the soil, moved the pot away from the hot glass and
waited two days before watering it again. The plant recovered slowly, and I
realised that looking after nature is often about restraint rather than
dramatic action.

The same idea shapes a wetland beside the Qiantang River. It is not untouched
wilderness: there are paths, cafés and a small bird-watching tower.
Nevertheless, reeds filter the water and migratory birds stop there every
winter. If I introduced {LAW}, large construction projects would have to
replace the green space they remove and publish a yearly biodiversity report.

I want to learn more about {ANIMAL} because they show how a whole habitat
depends on clean water. A law works only when it changes behaviour, so I would
combine clear fines with community rewards. {PERSON}’s balcony taught me the
personal version of that principle: we do not own nature; we temporarily look
after it.

③ Are environmental laws effective?
